A ramp can look gradual and still have a slope that creates a serious access problem. A short rise, an uneven surface, a tight landing, or a door that opens into the wrong area can change how a person experiences the route. Photographs are useful, but they do not establish measurements. Descriptions such as “gentle,” “steep,” or “ADA compliant” are not substitutes for field data.

The practical process is straightforward: identify the route, measure the rise and horizontal run, document the landings and clearances, and then ask the appropriate official to interpret the results. This approach avoids guessing at a required slope and creates a useful record for follow-up.

What should be confirmed before discussing compliance?

Start by defining the route a person is expected to use. The route may begin at a parking space, sidewalk, curb, entrance, or another public connection. How do you measure the slope without inventing a number?

Measure the actual route instead of estimating from appearance. Slope is commonly expressed as a ratio of vertical rise to horizontal run. If a surface rises 1 unit over a horizontal distance of 12 units, the ratio would be written as 1:12. That example explains the calculation method only. It is not a conclusion about the required or permitted slope for your project.

Use a reliable tape measure for the horizontal distance and a suitable tool for the vertical difference. Depending on the site, that may include a level, digital inclinometer, laser measuring device, or surveying equipment. Follow the tool’s instructions, and record the equipment used. If the surface is irregular, measure more than one location.

Do not measure only the longest or smoothest portion. A ramp may have a different slope near the top, bottom, edges, joints, or repaired areas. If the route changes direction, measure each segment separately. Record the rise and run for each segment rather than averaging the entire route into one number.

What is the difference between rise, run, and slope?

Rise is the vertical change between two points. Run is the horizontal distance between those points. Slope describes the relationship between them. A surface may have a consistent rise and run, or it may vary across its length.

For a basic field calculation, divide the vertical rise by the horizontal run. For example, if your measurements show a 6-inch rise and a 72-inch horizontal run, the calculated ratio would be 6:72, which can be reduced mathematically. Preserve the original measurements in your notes because the unreduced values show what was actually measured.

Be careful with a device that reports a percentage or angle. Those formats are not the same as a ratio, although they can describe the same physical condition. Record the format shown by the device and ask the official how it should be compared with the applicable requirement.

Which measurements should be taken at the bottom of a ramp?

Inspect the area where the sloped surface begins. Measure the available level space before the slope, including its width and length. Look for drainage grates, cracks, lips, abrupt changes in level, landscaping, parked vehicles, or other objects that reduce usable space.

Check whether a person using the route can approach the ramp, pause, and maneuver without entering a conflict area. A bottom landing may also be affected by a sidewalk, driveway, street, crosswalk, or another route. Photograph the area from several directions, but do not rely on the photographs to establish dimensions.

Record whether the landing is level, sloped, crowned, or obstructed. A surface that appears level may drain toward one side. Measure across the landing as well as along it when the surface condition could affect maneuvering or door operation.

What should be checked at the top of a ramp?

At the top, measure the level area where the sloped segment ends. Confirm that the route connects with the intended doorway, walkway, platform, or floor. Note whether the ramp ends at a narrow corridor, a curb, a threshold, or a door swing.

Look for objects that force a person to stop on the slope rather than on a level area. These may include signs, railings, columns, furniture, planters, trash containers, or security equipment. Measure the clear route with these conditions present, not only the space shown on an old plan.

Should cross slope and surface condition be measured too?

Yes. A ramp can have an acceptable-looking direction of travel while tilting from one side to the other. That side-to-side condition is commonly called cross slope. Measure it where the surface appears uneven, where water collects, or where a wheelchair user could be pushed toward an edge.

Inspect the surface for loose gravel, worn concrete, broken pavement, slippery coatings, raised joints, holes, and abrupt transitions. Record conditions that change with weather. A ramp that is usable when dry may present a different risk when wet, icy, or covered with leaves.

Surface observations do not replace slope measurements. Include both in the same field record. If you cannot obtain a dependable measurement, state that clearly instead of filling in an estimate.

What should a measurement record include?

Include the property address or a clear site identifier, date, weather conditions, person taking the measurements, tools used, and a simple route sketch. Mark the direction of travel and identify fixed points such as walls, doorways, curbs, and posts.

For each segment, record:

  • Starting and ending locations
  • Vertical rise
  • Horizontal run
  • Measured width
  • Cross slope or other noticeable tilt
  • Surface condition and changes in level

Can a photograph prove that a ramp is compliant?

Usually, a photograph can show context but cannot prove compliance by itself. Camera angle can make a slope look flatter or steeper. A photograph also may not show the full run, exact rise, clear width, landing dimensions, door operation, or temporary obstructions.

Use photographs to support measurements. Take a wide image showing the complete route, closer images of transitions and surface conditions, and images of each landing and door area. Include a scale reference only when it does not create a hazard. Label each image so the official can match it to the field notes.

A photograph that includes a person should be taken with permission and handled appropriately. Avoid sharing unnecessary personal information when submitting site materials.

What should you ask if the site is existing?

Ask how the official evaluates an existing route compared with new construction or an alteration. Explain whether the work is a repair, replacement, expansion, change in use, or voluntary improvement. These facts may affect the review.

Do not label an existing condition as legally exempt, grandfathered, or compliant without confirmation. Those conclusions depend on facts and applicable rules. Instead, describe what exists, provide the measurements, and ask what process applies.

If the route cannot be measured reliably because it is occupied, damaged, covered, or inaccessible, say so. Schedule a follow-up measurement rather than treating an estimate as final.

What if the measured slope seems unusually steep?

Preserve the measurement and verify it. Recheck the rise and run using a second method when practical. Confirm that the tape measured horizontal distance and that the level or inclinometer was positioned correctly. Check whether the route has separate segments with different slopes.

After verification, contact the responsible official. Do not alter the route based solely on a guessed target slope. A correction may involve grading, reconstruction, a landing, a different route, a doorway change, or another design solution. The appropriate solution depends on the site and the requirements that apply.

If the route presents an immediate safety concern, restrict access only through a responsible process and provide clear information about an available alternative when one exists. Do not create a temporary condition that blocks the only accessible path.
